Neil. C. Bonney is a 1980 graduate of Old Dominion University in Norfolk, Virginia, where he received a Bachelor of Science in Business Administration, cum laude; and is a 1983 graduate of the T.C. Williams School of Law, University of Richmond, where he received his Juris Doctor.  Since 1983, he has actively practiced law in the fields of labor, constitutional and employment law.

Mr. Bonney is duly licensed to practice law in the Commonwealth of Virginia, United States court of Appeals for the Federal Circuit, Fourth Circuit, Fifth Circuit, District of Columbia Circuit, United States District Court for the Eastern District of Virginia, United States Claims Court, United States District Court for the Western District of Virginia, and the United States Supreme Court.  He regularly practices before administrative bodies such as the Merit Systems Protection Board, Equal Employment Opportunity Commission, municipal and federal grievance proceedings, and State and Federal courts at the trial and appellate level.  Mr. Bonney is extremely experienced in federal employment law, and has in the past been retained by various unions.  He has represented numerous employees before the MSPB and the EEOC.  He has been a guest speaker of the MSPB, the Office of Personnel Management, and the United States Court of Appeals for the Federal Circuit.  He is often consulted by other attorneys regarding labor law issues.  Many of Mr. Bonney’s cases are reported in the MSPB Reporter.
