During my tenure I was elected as the President of the National Black Coalition of Federal Aviation Employees (NBCFAE) Louisiana/Arkansas Chapter. Held position of President for the National Association of Independent Labor, Local 10 at Ft. Polk, LA for almost 4 years

Francine Abrams Taliaferro is a retired civil servant who spent forty-two (42) years in federal sector human resources. Hailing from Yorktown, VA, she received her B.S. degree in Business Education/Accounting from Norfolk State University. She began her career in Washington, DC in 1977 as a Personnel Management Intern. Working at the historic Washington Navy Yard, Francine accelerated in her career field, and decided to pursue her master’s degree in Labor Management Relations. In the late 1970’s, the American Postal Workers Union gave Howard University a large grant to train women and minorities in the field of labor relations which, until that time, had been dominated by predominantly white males. Francine received a Master of Business Administration (MBA) in Labor-Management Relations in May 1982. After graduating on Saturday, May 8, 1982, on Monday morning she was reassigned from a Position Classification Specialist to a Labor Relations Specialist, which is the same position she held until her retirement from the Department of the Army in June 2011. She has worked for the Department of Defense; Department of the Navy, as the Senior Labor and Employee Relations Specialist for Human Resources Office (HRO) Norfolk; U.S. Department of Agriculture, Washington, DC; Defense Logistics Agency, Cameron Station, Alexandria, VA; The Pentagon, Washington, DC; and National Aeronautics and Space Administration (NASA), Langley Research Center, Hampton, VA. She served on several temporary appointments as a re-employed annuitant prior to her resignation to join NAIL. Francine is an anointed Peacemaker and was certified as a Mediator of Workplace Disputes by the Justice Center of Atlanta in 1997, and by the VA Supreme Court in 2004 to mediate cases in the General District Courts.
Ms. Taliaferro is a life member of Delta Sigma Theta Sorority, Inc. She is active at Bethel Temple Church, singing in the Adult Choir, and participating in community service activities. Ms. Taliaferro is an avid endurance runner and cyclist. She has trained with The Leukemia and Lymphoma Society’s “Team in Training” and has run several half marathons (13.1 miles) and completed several century (100 miles) bicycle rides. She has individually raised over $10,500 for cancer research with donations pledged by her large support system of friends, family, colleagues, church family, and neighborhood. She currently training for at least two upcoming centuries.
Ms. Taliaferro is the Mother of two adult children, her son Jordan and daughter Payton. During the little free time Ms. Taliaferro has, she enjoys sewing, knitting, shoe shopping, gardening, and music.
